Melania Trump Secures Oleshky Ceasefire: What Russia and Ukraine Agreed, Starting Oct 29

The White House announced on Friday that First Lady Melania Trump has secured a localized ceasefire between Russia and Ukraine in the Russian-occupied city of Oleshky, with the halt in fighting set to begin on October 29. According to the White House statement, both sides have agreed to temporarily stop all military action in the city so that humanitarian aid can get in and civilians can be evacuated through a designated safe passageway.

Under the terms laid out by the White House, non-military civilian teams from both countries will go door to door in Oleshky to assess what residents need, and anyone who wants to leave will receive coordinated transport to the destination of their choice — Russia or Ukraine. The statement says an American media organization will accompany the teams to document the process; Newsmax, a right-leaning outlet, said its cameras would be granted exclusive access.

“The situation in Oleshky is dire. Oleshky is a front-line war city on the brink of disaster,” Melania Trump said in the statement. She described a city whose remaining residents are mostly elderly and urgently need medical care, medicine, food and clean water — living with limited electricity, mined roads and regular attacks. The White House says the first lady initiated the discussions and worked directly with Russian and Ukrainian leadership to settle the agreement’s terms, in what the statement calls her formal role as “Exclusive Intermediary.”

Oleshky sits on the Dnipro River in southern Ukraine’s Kherson region and has been under Russian occupation since the first day of Moscow’s full-scale invasion in February 2022. Before the war it was home to about 24,000 people. In June 2023, floodwaters poured through the city after the Kakhovka Dam collapsed downstream in an explosion an Associated Press investigation concluded was likely caused by the Russian military. Residents have reported months of deepening food and medical shortages; there is no electricity, heat or running water, and the roads out are mined.

One caveat matters. As of the White House announcement, neither the Ukrainian nor the Russian government had publicly confirmed the agreement — the deal exists, for now, in the White House’s telling. In a war where announced ceasefires have a poor survival record, that silence is worth watching.

The announcement comes exactly a week after Pope Leo XIV, recovering from lung-cancer surgery in a Rome hospital, telephoned Vladimir Putin to plead for a ceasefire in that same besieged city. Read: how the Pope’s hospital-bed call for an Oleshky truce unfolded.

Why this matters goes beyond one small city. This is the first time in this war that the White House has claimed a negotiated pause in fighting — even a local one — brokered outside the formal diplomatic chain. If the guns fall silent on October 29, it becomes a template: humanitarian truces negotiated city by city, outside the stalled big-table talks that Donald Trump has been pressuring Volodymyr Zelensky to conclude. And if they don’t — if the shelling continues through what was billed as an “energy ceasefire” that neither side honored — it will confirm what Oleshky’s residents already know: in this war, a ceasefire announced in Washington is only as real as the quiet on the ground.

The deal also fits the portfolio Melania Trump has chosen for herself: she has made children caught in conflict a signature issue, hosted a United Nations Security Council meeting on the subject earlier this year, and has written personally to Putin about returning Ukrainian children taken to Russia. Oleshky’s remaining population, she noted, is mostly elderly — the people least able to flee, and most dependent on the aid this ceasefire is meant to let through.
